All we know for sure is that the company releases all kinds of plans that never come to fruition.

All we know for sure is that they communicated many more plans that have come to fruition, than fails. I'd rather see them try to manufacture our silk in a country that isn't known for silk production...and fail, than not try. Aggressive tactics don't always succeed.
