Good lord. What don't you get? It's really very simple:

A Venezuelan businessman sued Sid in Federal District Court in New York, alleging defamation. The judge told him that since neither he nor Sid was a resident of New York, the guy should sue her in Texas. And then he dismissed the case.

End of story.
