Because that where the money is -- multi-millions/billions -- IRS is a part of The Department of Revenue -- charged with getting money for the gov't -- and, of course, the recent decision by the Circuit Court was that the IRS was ordered to provide the Senate with his returns so they (the Senate)[edit -- sorry it is the house that has the burden] could exercise their oversight responsibilities of the mandate to audit presential returns i.e. did the IRS do a good job on auditing him
