That contract has been "coming" since 2001. They have spent millions upon millions of dollars financing operations that amount to less than $500,000 in real activity.

If you look at euot, mrkl, tcnh, gbmr you'll find a repeating pattern of pump, dump, reverse split, pump, dump, reverse split.

The MMs aren't the root cause here.
