Right on. The TM can be used once the Trademark is applied for. They can’t use the circle R until it is registered. If the registration is denied, they can’t use the TM any longer.
Ok fine, but my question too TF is where it mentions in the uspto database it recorded as "World Of Leggings At Target"? The emphasis here is on "At Target"
