My point is that things change, things get said in the moment and then there's not necessarily any follow through or not a lasting one.
Case in point: Trump said that he guaranteed that Mexico would pay for the wall, but then things worked out so they actually didn't.
In similar fashion there was a call to not so much defund police departments but to re-direct some of the funding to other specialties like mental health experts, people, who, in the field, could de-escalate situations with people who had mental health issues. Instead of shooting them.
Of course, right wing media outlets, in their attempts to control the narrative, made it seem like police departments were being disbanded willy nilly all over the place.
So while there was talk about defunding the police, it was really just hyperbole, said in anger after incidents such as a policeman choking to death a man for selling loose cigarettes came to light.
