Yes, but that is not enough for a major top by itself, we had a number of 0 reading on new lows in the last two months, and the new highs is not yet high enough for a "major" top either, nor is the equity P/C ratio. It just suggests that the next retrenchment will still be shallow, as usual in a (cyclical) bull market.
