Why did they create, and display, a 10 foot poster honoring Biden as the 46th POTUS?

Seriously, since Biden's poster is displayed there, with your logic, he is the 46th POTUS.

Covid could be a reason as - many government institutions (Smithsonian, Wh, etc) were closed for many months over it.
