I looked up the PR for that back from Mar 2020 it specifically states "an opportunity for IGEN to OFFER fleet management solutions for an estimated 350,000 assets utilized across 700 Counties in the USA". Meaning they will be allowed to make a sales pitch to the 700,000 counties with 350,000 assets. An RFP is an announcement that a contract will be awarded to a particular company for a particular amount of money. So the ability to OFFER a product may or may not result in revenue. The awarding of a government contract will definitely result in money in the bank.

Last months monthly summery mentioned they had completed a bid for the NY power authority. It usually takes several months after a bids deadline for a contract to be awarded.

Last months summary also noted they expected there to be upcoming 'government tenders' where tendering refers to the process whereby governments and financial institutions invite bids for large projects that must be submitted within a finite deadline. Note it didn't say there would be tenders but that they expected them. There are usually rumors of upcoming RFPs being made in a certain area but companies have to sit around and wait for RFPs to be announced before they know the specifics of the contracts to be bid and whether their product meets the requirements. Good news is they are in the loop about these contracts and waiting to jump on them when they come out. Bad news is some other company has likely been providing these services up to now and they have to beat them out.
