You might want to check out an army uniform and how and wear insignia is worn. You know, like one bar on each shoulder?
Aside from that, who said only 2nd lieutenants were shit for brains? Captains were more motivated to dressing up their uniforms with fruit salad than most 2nd LT's.
There were plenty of euphemisms for "green" officers. Newbies, shake and bakes, etc.
