A RS almost never works. If he wants the share price to go up all needs to do is put some of the revenue into a share buyback. Imagine how fast it would shoot up if the company just put $500K into buying back shares.

RS would be the death knell for the stock. Until he has real, solid reported revenue, it would be a disaster. Ammx did a RS with $25m revenue and had been floundering since the RS. He has some random creams and possible contracts, that's a no dawg.
