I think your looking to far into it. All they are saying is the old oil company & management has been replaced which has been known for some time.

Everyone awaiting a formal announcement now, hard to justify any higher price without an announcement IMO. Just remember the OTC had a few 500M market caps with zero revenue last year, this can be a big one in due time.
