1) Her original ruling was that FHFA is constitutionally structured so no remedy is required. 2) The 5th circuit on appeal later overruled her and said FHFA is unconstitutionally structured but shareholders are still not entitled to any remedy. 3) SCOTUS then overruled the 5th circuit of appeals and said FHFA is unconstitutionally structured but shareholders might be entitled to retrospective relief.
It's now her job to determine what, if any retrospective relief shareholders are entitled to. Regardless of what she rules it will get quickly appealed to the 5th circuit of appeals to have final say over.
