One has to look at who the analysts are being paid by.
Just like tobacco, oil has it's own analysts saying what what needs to be said to make them look good and these reports are disseminated like unbiased information. Not saying they all are.
But I don't believe it takes much to turn on some systems that are simply shut down and at rest. Days?
Automotive factories shut lines down all the time all day long.
Simply because your pallets of tanks aren't coming to your station for whatever reason until 3PM and it's 10am, your line shuts down as your station isn't setting up the tanks for the next guy to put on the fuel tank gauge. Or, the factory making the tanks has shut down for some reason, so that line is done for days. Tanks come in, your up in a half hour.
Oil process has crude at the front end, tankers backed up at the back end, so we shut down the lines. Whatever hours it takes to bring stuff up isn't a big deal. Obviously more complex, but you get the drift.
