I watch my BDI index of the tankers that transport oil all around the world, it takes time to transport oil on the ocean from one place to another. Everyone has a set contract for a set term of service to transport oil, these supermax tankers can transport their limits. The same with the truckers, oil doesn't move as easily as you think. A million barrels of oil requires someone and alot of ships and trucks and people.
