After considering it further, though, maybe his cyber warfare guys are just fine, but the problem is with putin's management style. Autocrats tend to want to control the cooperation between organizations as they could potentially be a threat to the autocrat. Lack of cooperation between organizations might be the norm in his world. So the lack of coordination of timing between the guys in the field and the keyboard warriors would not be unexpected.
After all, they tipped the election to the shitgibbon in 2016 so when left to their own devices they seem to do pretty good. It is probably lack of coordination in putin's ranks that may have caused the collective world to pucker up a bit when the field commanders took charge in the attack on the installation. The lack of synchronicity between russian tanks and their logistical support seems to be another failure of coordination in his system.
But then again, maybe the cyber warriors tried and failed, I don't think we have enough information to know exactly, but the proof was in the pudding as the reactors were running just fine and the grid was still mostly intact when the attack began.
The fact that the trolls here are inept and only serve to disrupt the board may not be indicative of the people at putin's cyber farm.
