That is what I don't get you cannot buy this, and it's on the verge of getting delisted.

No retail buyers in the United States can buy through a regular broker.

The rules say that only a certain class of experts, professionals, and sophisticated buyers can buy, but 'foreigners' can also buy.

One or two who post here say they are Canadian, and that their brokers allow them to buy (which they say they have).
