Never happen. Actually, Government tries to get that edge by the only means they have: delay moving forward. It is usually not really the content of the requests, rather it is the mandate you provide what is requested (meeting some content standard of course), or you wait without the stamp of approval to move forward - especially in the world of business.
That can only piss company executives off.
