With all due respect, it's a bit naive to believe that the US isn't cyber aggressing all over the place, too. Perlroth's book notes that a couple of years ago, America's biggest problem in this arena is that we were 80% offense and only 20% defense. Biden's people have worked to rebalance, but we were that much on offense for a reason. And that clearly made us easier targets than we should have been.
Otherwise, I agree with you. Russia and Putin are bad actors but my question is, by what right can we punish them for acting less egregiously than we did a few years ago?
