No I dont think so. The guys who really got screwed were all the people who lost everything when Hank's Hoax got out of hand and burned the house down. There is no reason why Freddie needed to go into Conservatorship and most likely the only reason Fannie could have possible needed the Conservatorship is because they tried to expand their mission like Congress wanted them to.
