The term 'locked' doesn't mean their inaccessible. They went straight to Uniswap to provide'liquidity' for the project. Private keys were seemingly burned which means devs don't have special access to them and have to buy them just like you amd me. Here is the original scan...

The 500 trillion in uniswap represents the total supply, or in stocks OS. You can get on uniswap rn and actively get Shib. Whales own about 48.5 Trillion coins in the top 1,000 wallets which is why there's about 549 Trillion or so left, depending on where you look. But they are not locked away from the public bit on the 'open market'. That's where the coins you own rn came from.
