Just speculation on my part but wouldn't ordering withdrawal from the Takings Case and the implied jps breach of contract have given MC less bargaining power if he was anticipating the SCOTUS in Collins may have unwound the sweep and MC was looking to make a global settlement with the shareholders in all major litigation in anticipation of release? Same thing with releasing the 11,000 documents, that it would weaken their negotiating position?
