Keep in mind the Quarterly dividend payment is always made 3 months after the end of the quarter. Calabria was confirmed in April 2019 so he started in Q2 2019. If you read the Q2 earnings report for Fannie for example as reported on August 1 (for the Q2 period ended June 30), it states "Fannie Mae expects to pay a $3.4 billion dividend to Treasury by September 30, 2019"
That payment was never made as the agreement to stop the cash payments with Calabria and Mncuhin was entered into on September 27, 2019. So even though they waited until end of Q3 to announce the agreement, it applied to the Q2 dividend as well.
