The interesting question is exactly what the difference is between the ph ii definition and the ph iii definition. Lots of trials fail on such 'trivial' changes.
Regarding MPH's Ph2 vs Ph3 definitions I would think whatever they are, however they are interpreted is irrelivent at this point because they were developed with the FDA every step of the way and not just by the company and submitted to the FDA.
Dr.F is obviously the worst BioTech manager insofar as developing short term investor value but in the long run will likley hit a home run which is where the true value will shine....
