Right, Sandra Thompson looks to be steering towards recap and release.
That has been said many times over the years, but it might happen now.
So, lowering the capital rule will expedite the release.
Government needs to hurry up.
USG has many reasons to recap and release asap or make a settlement with the shareholders: 11000 documents and avoid exposure of all the self-dealings in a jury trial.
And exposure of Lockhart, Edwards, Geithner, etc.

How many times has Sandra L Thompson spoken these words publicly, "to exit conservatorship". I'm writing the number down, ZERO! She's ALL ABOUT the POTUS agenda and helping the evil hedge fund guys is not even on their priority list, but depleting much needed capital to subsidize "sustainable affordable housing lending" is their number 1 priority.

On the positive and negative side - Page 7

" The capital plans will allow the Enterprises to identify the amount of capital they need to raise to close the gap with the ERCF, and to consider the timing of when to raise capital, and what types of capital to raise. The provisions on capital distributions of this proposed rule, like those of the ERCF, are unlikely to be of practical effect soon."

Positive - Bold Negative- italic.

Overall it seems like when and not if.

More Positive from the Dec 16th Rulemaking Notice

Page 14 " The proposal has changed the calculation method slightly by considering an Enterprise's planned common stock dividends...."

Page 18 -

" Capital action means any issuance of a debt or equity capital instrument, any capital distribution, and any similar action that FHFA determines could impact an Enterprise's consolidated capital."

"Capital distribution means a redemption or repurchase of any debt or equity capital instrument, a payment of common or preferred stock dividends, .... and any similar transaction that FHFA determines to be in substance a distribution of capital. "

Perhaps we should be concerned with the reference to "any similar transaction" reference but it seems illogical that equity could be raised in a "Capital action" and the NWS could be a possibility going forward after a Capital action

How about " The sum of the Enterprise's planned common stock dividends ...for each of the fourth through seventh quarters of the planning horizon.."

On Page 25 - part of the Stress capital buffer calculation formula continued from the bottom of Page 24.
