Yep I would think an injunction could be sought... At that point the Gov't is violating the agreed upon contract but not until then.... Speculation and rumors of it happening is not grounds for a lawsuit..

How can GOV announce that it plans to use Warrants?

The question is

How can Wall Street and or anyone price those shares unless the buyer knows the total number of shares there will be ?

My assumption (ouch) --- for the GOV to want to use WTS it must say what they will do with LP and if a Secondary Offering will still follow or this is it

i.e. not going to happen any time soon
