You'll have to ask him, but they aren't doing a share buy back. That would be stupid to do a registered offering, reach NASDAQ, and not invest the capital as described in the prospectus to grow the business. It is so OTC-ish to speak of manipulations of the stock price rather than progress against a business plan.
