That’s absurd. Nobody does a capital raise on an S-1 and then turns around and uses the cash to buy their stock. That would be very stupid.

They’re either trying to grown their business or not, and suggesting they’re using cash to buy stock says they’re not using it as they committed.

This is looking very much like an OTC company again.
