ground was broken on the groton project 7-25-18...the expectation was that it would be completed in May 2019...

they missed by one hell of a lot...

an estimated 10 month project turned into a 40 month project...and counting...

how do you get another contract from them?...do you tell them "but we really didnt know what we were doing and now we do!"...

and no...the problem wasnt zoning or politics...i doubt there are even any of those issues on a navy base...
