Don't know about most, but I run into those that don't all the time. That's why I jump on those post that use that click bait website as proof of shorting.
MM's have to do many things on the big boards, but in pennies, they can do many things incorrectly or borderline illegal.. there is very little oversight, at least daily oversight, so believe it when you hear MM's can most anything they want in penny land..
