I'm looking forward to the day the government ends this now 14th YEAR of CONservatorship, but it seems to me that 2 major obstacles potentially exist to a recap scenario:

(1) Getting all the major shareholder plantiffs to agree and

(2) unlike the nws which went unencumbered into the ust coffers, having the executive branch directly and unilaterally deciding where and how unappropriated funds are spent could bring Separation of Powers constitutional issues...
