Easy, they lower standards especially in inner cities to get OUOTAS of certain class of people.

I knew of a felons who was hired on the FD but someone caught it in time so he did not get through probation.

I have seen test scores lowered they call it a curve so they can get certain classes of people to be promoted. The test Score for passing is 70.

I saw the test scores lowered in the 30's to get a certain class of people promoted.

I have seen Whites not being promoted because they wanted to get their Quota of a certain class of people.

I have seen all of this first hand and was involved personally in a lawsuit. I won after two years of fighting. They harass you and try to wear you out.
