Given the ephemeral qualities of criminal proceedings and since they are and should be mentioned only within the scope of the particular case being argued, I believe "moratorium" is a superior adjective.

After the fact, come the referendums. I think they're coming because the US cannot sustain this cowboy culture. The entire world, with a few despotic exceptions, fears even traveling to the US these days due to this crazy culture.

A good lawyer can always just delay, delay, and delay, it will cost the client only his hourly rate. But a great lawyer will plan a defense that will argue the law, and if the actual case is ever brought up, will use the law to shield his client from that case. Actual jury cases are about creating doubt, great lawyers use doubt to guide the jury into believing the story the defense is presenting.
