As far as I know market makers are indeed allowed to short OTC stocks naked to provide liquidity and meet demand. But individuals cannot...they would require an enormous amount of margin in case the stock went to infinity, otherwise it would be likely they couldn't pay up. All for fractions of a penny gained. MM's can handle the volume, individuals can't.
