No it's not that cut and dry. I'm not saying that anything has been signed, but we just don't know.
They COULD have signed an contract/agreement, but that contract COULD have a subjectivity clause (which is very common) that makes the contract worthless if not achieved. So for instance if the contract says subject to receiving certain permit(s) or final signoff from AMLO or whatever then there wouldn't be anything to announce legally. Especially since announcing it early would hamper the satisfying of the subjectivities.
