The CEO is not always the highest position. The dilution took place under the LEADERSHIP of others. Issues predating January 10, 2019 were under the leadership of others including Anthony Caracciolo who was CytoDyn's Executive Chairman of the Board (and later on a member of 13d).
Since NP has run the company the massive dilution has stopped.
