SEC cant ban dark pool. Dark Pool are made for institution trading. imaging institution buying millions of shares on the lit exchange. That will make the price sky rocket or when institution sells it will drop the price and maybe worse then what hedgefund can do. There's currently about 50+ Dark Pool exchange registered with the SEC. Dark Pool reports are run by the lit exchange like Nasdaq in conjunction with FINRA.
