No, that's not THE problem. You need an environmental/ideological boogeyman reason for the shipping problems, not stopping to think that nothing has changed RE clean air requirements for trucks.

They existed before the pandemic; it's a driver shortage

No attempts are made to secure workers, there will always be someone else to exploit till they move on and then the next.....
