My best guess as you indicated is that the crystals will be hygroscopic, so will require a very tight seal and likely packaged in nitrogen, or other inert dry gas. Nitrogen is cheap. So your understanding is water will need to be adjusted to 6.5 to get the right FAC.
I've asked the IR for an explanation of this issue.
