It is factual.

1. November 30, 2016 - Steve Mnuchin told Fox Business: "We’ll get it done reasonably fast".
2. January 6, 2019 - Mel Watt's term ended. According to Craig Philip, Trump was told that he had no authority to fire Mel Watt. And, he did not trust Mel who is a Democrat. So, he waited until Mel Watt finished his term.
3. March 27, 2019 - White House issued a memo to call for release of the GSEs.
4. April 9, 2019 - Mark Calabria was appointed new FHFA director. But, he slow walked everything. And, priority was overtaken by the re-elections and Covid.

If Trump was not told that he had no authority to fire the FHFA Director, he should had fired Mel Watt in 2017. The GSEs should be recapitalized and released by now.
