No, OTC Markets doesn't create a bid/ask for a ticker. That's the role of an MM. And after going to the greys there's little reason for an MM to go through the process that would be required of them to put one up.

Again, it would be nice if there was someone in charge to do what's required to keep this ticker trading but it's not likely there is.

We'll know for sure though, Tuesday.
