Why on earth wouldn't the Navy grant an extension for a cutting edge green energy project?

I am 99.8% sure such an extension would be granted IF NEEDED. But since it had material intrinsic value. Such a statement would have to be mentioned or would open up to potential lawsuits on the minute chance it is not granted. Based on past reports, what about this report did you find “underwhelming”?
