President Biden is afforded many powers, and if decides to exercise them then it's up to the congress to challenge and ask the justice department to rule on them in the meantime he is the president and that's the way our American government works. Why do you have so much trouble and need to make something constitutional when it is not. It's public safety. You do not have a constitutional right to spread a communicable disease. You do not have a right to shout fire in a crowed building. If you go to a party with HIV and infect people knowingly and they prove you're the one, you go to jail.

Perhaps Biden should make it illegal to infect people with covid knowingly or if you have covid in your system and didn't know it, should face a fine and home lock-up.

And you intentionally misquote the 99% figure. It's 95% of the vaccinated will not get seriously sick or hospitalized. It is not 99% survival if infected with covid without vaccination.
