It is a major problem, don't know if it can be solved since the mental one has rights too.
Okay, I'll concede that. A good example would be the Sandy Hook shooter. It seems everyone who knew him knew he was seriously disturbed, and getting worse. But his crazy mother TAUGHT HIM to shoot. She thought it'd be a good activity for him.
He even tried to buy a gun, and the owner of the gun shop refused to sell to him. So he just used his mother's collection. And she was his first victim.
