not sure - in what environment (what certainty about future? how many things settled) are needed before F and F can issue NEW JPS at noticeable lower dividend yield at PAR ... most current issues I believe are not that high

Could F and F attract buyers - say at 3% -- ? boy there would need to be a lot defined and settled by then
