PTS, would the "buy back" price go up from the .002 per share if investors sold back shares to their broker as worthless?

What if 1 billion shares got wiped out as worthless from investors (which if you go back, you'll see lots of post of people claiming they just took the Lose on taxes)
This could be less or even more than 1 billion shares, will the buy back price go up? Could they even find out how many shares got eliminated as worthless?
2,998,451,160 could be 0.0027 buy back price and reward those holding even more money back.
