I did some reading on this a couple of months ago. It's hard to interpret. The only thing I can get from it is that apparently they started a project a few years ago (is that why they needed the money?) and it was cancelled later on, resulting in lawsuits from some big cement company? which saw its contracts cancelled?
EAC might very well still be sitting on a lot of cash. Perhaps Aandt can have a look.
