People are getting twisted into knots over a simple thing like this. ANVISA approved the clinical trial for severe patients. The trial will be done by the ARO in São Paulo

ANVISA did not approve the drug for commercial use. The trial has to be completed and meet intended end points and then EUA can be requested followed by full approval request.

At this point the ARO is completely free to start injecting patients enrolled in the study.
