Silly. The virus is in every country. Testing has nothing to do with it's existence, but gives us the knowledge of it's existence.
On the evidence, any major fiddling - wherever - would be keeping numbers down rather than jacking them up.

To what purpose, 'jacking up the numbers'? The reality is, just as with the Black Death Plague, NO f'ing testing, and the Pandemic of 1918, little testing beyond the observational 'you really look like shit', testing does not create pandemics. The tree falling in the forest falls, burns, make noise, the presence of your ears or instruments or not.
