Which database did you search for the SD claims? The land is supposedly Federal, so it would not be a State database (not State land).
As for the worst case you bring up....what happens to the mining subsidiary if the transfer to NWGC was not legal? Do they revert to Miller? Maybe he can pan enough gold to pay his attorneys....for a minute.
